THREE-TIER SELECTION PROCESS

The National Intelligence Test (NIT) – 2026 follows a comprehensive Three-Tier Selection Process designed to identify, evaluate and nurture students possessing exceptional administrative aptitude, leadership potential and governance-oriented thinking. The multi-stage assessment ensures a transparent, merit-based and holistic evaluation of candidates from the district level to the national level.

TIER I - District Level Assessment

The District Level serves as the preliminary stage of the National Intelligence Test and is conducted across all participating districts of the country. It aims to identify students demonstrating strong analytical abilities, administrative aptitude, constitutional awareness and leadership potential.

The National Intelligence Test follows a competency-based assessment model specifically designed to evaluate administrative aptitude, leadership qualities, analytical reasoning, constitutional awareness, ethical judgment, and decision-making abilities. The examination pattern has been scientifically designed according to the academic level of the participants while maintaining a uniform objective of identifying future administrators and public leaders.

The Graduate Edition has been specially designed to evaluate candidates preparing for leadership positions, Civil Services, Public Administration, Policy Research, Government Services and National Governance.

Rationale Behind the Progressive Examination Structure

The NIT examination adopts a progressive competency model, ensuring that the level of assessment evolves with the participant's educational stage:

This structured progression ensures that participants are evaluated fairly according to their academic level while consistently measuring the core qualities essential for leadership and public service.

Separate merit lists shall be prepared for each academic category to ensure fair evaluation among candidates of similar educational backgrounds.

The Top 20 candidates from each category in every district shall qualify for the State Level Assessment.

TIER II - State Level Assessment

The State Level Assessment constitutes the second stage of the National Intelligence Test (NIT) – 2026 and is designed to evaluate the overall personality, leadership potential and administrative aptitude of candidates who qualify from the District Level Assessment. Unlike the preliminary stage, which primarily assesses intellectual and analytical abilities, the State Level adopts a holistic approach to examine the personal attributes, ethical values and governance orientation expected of future administrators, policymakers and public leaders.

Only the Top 10 candidates from each academic category in every district shall be eligible to participate in the State Level Assessment.

The assessment shall be conducted through a structured Personal Interview (Viva-Voce) before an Interview Board constituted by BRAINFRA EDUTECH PRIVATE LIMITED. The Interview Board may comprise distinguished academicians, retired civil servants, educationists, subject experts, psychologists, senior professionals and other eminent personalities possessing expertise in governance, administration, leadership and public policy.

The interview shall not assess academic knowledge alone; rather, it shall evaluate the candidate's ability to think critically, communicate effectively, analyse situations objectively and demonstrate qualities essential for leadership and public service. The assessment shall be interactive in nature, allowing candidates to express their views, justify their decisions and exhibit confidence while responding to questions based on contemporary issues and real-life situations.

During the interview, candidates may be evaluated on the following broad parameters:

To ensure fairness, transparency and uniformity in evaluation, every candidate shall be assessed on a standardized marking framework approved by the organizing authority. The Interview Board shall independently evaluate each candidate based on predefined assessment parameters, and the final score shall be awarded after a comprehensive evaluation of the candidate's overall performance.

The State Merit List shall be prepared separately for each academic category by combining the marks obtained in the District Level Assessment and the State Level Personal Interview. This integrated evaluation ensures that both intellectual competence and personality attributes are given due importance in the selection process.

The Top 10 candidates from each academic category in every State and Union Territory shall qualify for the National Level Assessment, where they shall compete with the finest young talents from across the country for national recognition under the National Intelligence Test (NIT) – 2026.

TIER III - National Level Assessment

The National Level Assessment represents the final and most prestigious stage of the National Intelligence Test (NIT) – 2026, bringing together the finest young minds from across the country who have successfully qualified through the District and State Level Assessments. This stage is designed to identify candidates possessing exceptional leadership potential, administrative vision, policy awareness, communication excellence and a strong commitment towards public service and nation-building.

Only the Top 10 candidates from each academic category in every State and Union Territory shall qualify for the National Level Assessment.

The National Level Assessment shall be conducted before a National Assessment Board constituted by BRAINFRA EDUTECH PRIVATE LIMITED. The Board may comprise serving or retired Civil Servants, eminent academicians, constitutional experts, senior administrators, judges, educationists, policy specialists, defence officers, corporate leaders and other distinguished personalities from diverse fields of governance and public administration.

The National Leadership Presentation shall constitute the final examination of the National Intelligence Test (NIT) – 2026. Each qualified candidate shall be required to deliver a 7–10 minute stage presentation before the National Assessment Board on a topic allotted by the organizing authority or selected from a prescribed list of national importance. The presentation shall be followed by an interactive question-and-answer session, during which members of the National Assessment Board may ask questions to evaluate the candidate's depth of understanding, analytical ability, clarity of thought and administrative outlook.

The Stage Presentation is intended to assess a candidate's ability to articulate ideas with confidence, analyse contemporary issues, propose practical solutions and demonstrate leadership in a public forum. Candidates shall be expected to present well-structured, evidence-based and logically reasoned views while exhibiting effective communication skills, intellectual maturity and ethical judgment.

To ensure fairness, transparency and uniformity, every candidate shall be assessed through a standardized evaluation framework approved by the organizing authority. The National Assessment Board shall independently evaluate each presentation and interaction on predefined parameters, ensuring objective and merit-based selection.

The Final National Merit List shall be prepared separately for each academic category by combining the cumulative performance of candidates in the District Level Assessment, State Level Assessment and the National Leadership Presentation. Candidates securing the highest cumulative scores shall be declared the National Intelligence Test (NIT) – 2026 National Toppers and shall be honoured with National Merit Awards, Gold, Silver and Bronze Medals, Certificates of Excellence, Scholarships and long-term mentorship under the BRAINFRA IAS Talent Development Programme.

International Administrative Exposure Visit

To provide the Top 5 National Rankers of NIT–2026 with meaningful international exposure, the selected students may be offered an International Administrative Exposure Visit to selected developed, developing and underdeveloped nations, subject to applicable permissions, feasibility and programme guidelines. The visit will provide an opportunity to observe and understand diverse systems of public administration, governance, institutional functioning, public service delivery, urban and rural development, education, technology-enabled governance and citizen-centric administration. Through structured institutional visits, expert interactions and field exposure, the programme will encourage students to compare different administrative models, understand global best practices and appreciate the challenges faced by nations at different stages of development. The initiative is intended to broaden their global perspective, strengthen their understanding of governance and inspire them to contribute towards building a more efficient, inclusive, innovative and globally competitive India.
